This school gives a scholarship to almost every student which is great but doesn't do much to cover tuition.

ACU gives a scholarship of some type to almost every student. However, because the tuition is so high, even with these scholarships it is still not really affordable. The financial aid office is not very helpful either.

They give you minimum scholarships but how is there suppose to help with 40,000 (and raising) tuition?

Financial aid wasn't too difficult for me. They awarded me an academic scholarship right off the bat based on my application, so I didn't have to do anything for that. I got a better scholarship that replaced my academic one based on an interview, and my admissions counselor worked hard to make it easy for me. Based on FAFSA, I was also able to get some loans which I could easily accept online through the ACU website. ACU also offers payment plans, which we always enroll in.
This link shows you lots of the scholarships ACU has to offer: http://www.acu.edu/campusoffices/sfs/finance/scholarships/
Even though ACU is extremely expensive, they're pretty good about awarding scholarships. Just make sure you're attentive in researching what's out there so you can apply for whatever you can. It helps to talk to your admissions counselor.
