Usually around campus, students put up posters if they are looking for roommates. You can also see if anyone's posted listings online about the Arnold/Annapolis area for roommates.

You could also be proactive and visit the campus you are looking to attend and post your own signs listing your cell number and that you are looking to room somewhere and that you are willing to pay rent? but you need college's permission before posting any signs.
