Participate in the Golden Rule, and you’ll be fine. Basically, as long as your parties are contained and not too noisy, you’ll never have much of a problem. To be clear, though, there is absolutely no drinking or public intoxication, even for those over-21 on campus. It is 100 percent not tolerated. Don’t even try in the dorm. If you really want to drink, find a party to attend, or make some friends that are 21 and live off campus. If someone calls the cops on you and they come out to give you a warning, you’ll be fine as long as you’re decent to the police. Like anywhere else, use your common sense, don’t aggravate the cops or your neighbors, and you’ll be fine.

The only area that is absolutely ridiculous here is the parking. You can park somewhere illegally for five seconds, leave your hazards on and a note in the windshield saying you’ll be right back, and you’ll still get ticketed.

Moderately Strict

Alcohol is a no-no, on campus at least. Don't get caught with it in the dorms or you will get in trouble, that's a promise. As far as off campus, I've never heard of anyone getting arrested or MIP's, the Baylor Police just tells everyone to head home and don't drink and drive.

Strictness Varies

Life in the dorms can be pretty strict with visiting hours, quiet hours, and other rules. Other than that I can't think of anything else at Baylor that poses any strict limitations on student life, other than a few academic aspects such as academic integrity, which is very strict.

Lockdown

Baylor takes drinking and drug use very seriously. Other than that, Baylor cops usually just prowl around throughout the day to ensure the safety of their students.
