The weather is rather unpredictable in Provo, UT. For example, last night and this morning, it snowed quite a few inches, then by noon, it was warmer outside and the snow was turning to slush because it was melting. It's weather that is doable though. I've had to walk in the snow and rain before, but as long as you dress appropriately or drive responsibly, you're fine. Just make sure to have all sorts of variety in your clothes. You will need winter clothes (thermals, coats, scarves, gloves) but if you're here in the summer, make sure to have your flip flops and shorts too.
