What constitutes being a well rounded student?

I keep hearing that good grades and test scores are not enough today to get into college. That college's are looking for well rounded individuals. I currently do color guard, winter and spring track. I am a member of NHS. I volunteer at a children's art school and at my local hospital. Is this enough or do I need to do more?

That is enough on paper. But there is more to college than that. What really matters is the interview. If you can portray yourself well there, that is a really important piece to the puzzle.
