There are three things the University is particularly strict about: parking, swiping into buildings, and plagiarism. Almost every professor has something in their syllabus about the University's policy on plagiarism. Public Safety will tow or put a boot on anyone's car that is parked in an illegal or reserved spot. And you absolutely have to have your card to swipe into whatever residential building you're going into, or else Public Safety will be called. Swiping into the dorms wasn't a huge deal until the fall 2009 semester, when a first-year girl claimed she was raped in one of the Towers. Four of the young men she accused—she later recanted—were visitors who didn't follow procedure when they went to visit their friend who was a resident. Since that incident, the University has been very strict with students having their card at all times and leaving their card with the RSR (Resident Safety Representative) at any dorm they are visiting. 

Other than that, it's sadly very easy to get away with things like drinking and smoking. If you get caught, you'll get a summons, meet with the Dean of Students, and maybe have to go to a seminar. You'll also get a warning that lasts until the end of the semester. Once the semester is up, your warning is gone and you can start all over again. They're more strict about damaging University property than smoking weed; the former gets you a $1,000 fine, while the latter gets you a summons.

Really Depends.

As far as drinking in the dorms, it really varies on where you are. In first-year housing, everyone's underage, so the school is a bit more on top of drinking in those dorms. Once you get to the towers and other areas that house people of all ages, they're pretty chill as long as you keep the noise level to a somewhat reasonable level. Outside of the dorms, students just have to be smart. If you're walking on campus with a "water bottle" and acting fairly normal, they'll just act like you're drinking crystal light (couch cough. But, if you're being an obnoxious, belligerent drunk, they might just stop and question you about the red juice reeking of vodka in your water bottle.

Ras Are Really Strict

The Resident Assistants in the buildings are really strict about alcohol in the dorms. Especially in the Netherlands. A lot of the houses are on probation and have "room checks".

Campus Strictness

The Campus Strictness at Hofstra can be very high. Depending on what the student had done. If a student has alcohol in there dorm rooms the punishment is severe regardless of whether or not they were actually drinking. The fact that there was alcohol in the room is proof enough that drinking is "good" and can be allowed at campus.
