You can if you come in with enough credits to classify you as a sophomore. Also, you can park your car at many of the off-campus housing complexes. You just can't buy a parking pass if you are classified as a freshman. However, most parking lots on campus open up to those without passes after like 4 pm.

One of the biggest downsides to JMU is the hunt for parking. Students, faculty, parents—it doesn’t seem to matter. The most common complaint that rings true is the horrible lack of parking in a school with thousands of students. Get any student started on the predicament involving this massive, convoluted puzzle, and at least an hour of your day will be drained. Busses can be utilized by off-campus students, but coordinating your schedule with that of the bus can prove challenging. Because most upperclassmen live off campus, parking continues to be a relentless obstacle endured by many. With the school's population now surpassing 20,000, JMU parking will need to expand and improve.
Students spend a good chunk of time before classes just to maneuver around this tricky campus parking. If you're lucky, you’ll find a spot in the one of the nearby lots at the bookstore or near the Quad. If luck is not on your side, you may find yourself in one of the off-the-map parking lots, like the C4 lot. Plus, with inclement weather on a regular basis, it may be especially hard driving and parking when a sheet of water is blinding you. The best option is to mooch a ride or take the trusted bus. The bus times may not always match up with your schedule, but arriving a little early may not be such a bad thing.
