The school is not repressive, but since it is a catholic university, there are a lot of rules you should expect regarding conduct on campus. There are not a ton of events on campus that would be at other schools for this user. Marian is also somewhat strict on underage drinking in the dorms.

Overall the rules at Marian are fairly strict, but in my experience the people in authority do a really good job at listening to students and not punishing them without a good idea about the situation.
Marian does have a dry and tobacco free campus. I haven't heard about anyone getting caught with either alcohol or tobacco, so I don't really know how badly they would actually be punished, but the official rules are fairly strict in that regard.
I've yet to meet someone in authority at Marian who comes off as incredibly strict or judgmental. My roommate lost her room key recently, which meant the locks on our door had to be replaced and she had to pay for a new key (I had to get one too but didn't pay). Even though it was a bit of a hassle (someone having to change the lock, our RA had to make sure we got our new keys, etc.) everyone was still very understanding about it and kind about helping us. I'm not sure how other campuses would handle things like that, but I could easily see how people would get frustrated and not be as kind in that situation.
I've never heard about anyone getting punished unfairly at Marian. Actually, I've never really heard about anyone getting punished at all. There are fairly strict policies, but nothing that I think is unreasonable and everyone tends to be very understanding if something does happen.
