Quick StatsStudent Parking Lot
Yes - Parking areas are adjacent to the residence halls, Monarch House and Powhatan Apartments. These are residential lots at all times and a residential parking permit is required. These lots are #11 and #33 at Rogers Main, #28 and #16 at Gresham Hall, #32 behind Powhatan Apartments, #42 at Whitehurst Hall, and #50 at the Monarch House.
There are separate University Village parking lots for residents of University Village apartments, and designated Quad parking lots for students living in the Virginia House, Ireland House, Scotland House, England House, France House, and Dominion House.

Parking Permits
Practically everyone at Old Dominion has a parking permit. Most of ODU’s student body is commuter-based, and therefore, it is virtually a requirement. Even with parking permits, students are not guaranteed parking spots. The parking situation at ODU is horrid. It is, however, very simple to get one. Students just need to go to parking services, pay for the permit, and they receive them right there on the spot.
College Prowler Take
Cars aren’t really a requirement at Old Dominion, unless, of course, you’re a commuter. And, despite the attempts of faculty to change this fact, Old Dominion University is technically a commuter college. Even though this is set to change, most of ODU’s student body does not live on campus or in a dorm. A person would think that ODU would recognize the need to have an abundance of available parking garages and parking lots, but this is not the case. Day after day, students fight for parking spots in semi-sized lots that aren’t even all that close to their respective classes. The largest parking garage, across from the Ted Constant Convocation Center, is often blocked off for University events, creating a flood of traffic between the only other available garages on 42nd Street. On top of all of that, the lots across from the Webb Center (where a person is almost always guaranteed a parking spot) are being endangered by the erection of a new dormitory building. There is practically no point to paying the fee for a permit simply not to be able to park. For students living on campus, don’t even bother bringing a car. For those who must commute or need a car to make it to work, just realize that you will never find a parking spot that is even remotely near any of your courses.

Parking is horrible. Whether you live on campus or commute, you have a hard time finding a spot. Freshmen can have cars, but I think they shouldn't because that would free up probably 60 percent of the problem.

The parking is horrendous. It feels like there are literally not enough spaces, but they are working to alleviate this situation. I heard they might stop letting freshmen bring cars, but that's just a rumor for now. The only time it's easy to park as a commuter is either at 8 a.m. or 7 p.m. If you stay on campus, you might as well walk to class because everything is within about a 10-15 minute walk.
