As a freshman you CAN drive but you have to have a reason to NEED a car. If you dont have a job or have to commute they wont let you bring your car. However there are places off campus that you can park if you choose to bring your car anyhow.

Old Dominion itself does an okay job at providing shuttles for students. ODU has expanded its shuttle route to include off-campus locations like Kroger and MacArthur Mall, and the campus-route shuttles run every 15 minutes or so. They are slow, but they run until 11:15 p.m. As mostly a commuter school, there is very little demand for a huge army of buses. Luckily, every student at ODU gets free access to the buses if they simply have an ODU student ID. They are able to use the Hampton Roads Transit buses as well, which have a more expansive route than ODU’s Blue Route.
Most students complain of having to wait for the buses, seeing as they don’t make frequent stops, but that’s just a negative in the packaged deal that is public transportation. Still, public transportation may be the only way some students are able to get around. Although it may take a week or so to learn the routes and such of the buses, when that’s taken care of, life on campus without a car becomes that much easier.
