Campus authority at Penn State can be strict. Pranks, illegal acts in the dorms, and more are taken very seriously, and the University will make an example of students who are caught. While the University police are rarely the source of student complaints, they’re not known for being sympathetic. It’s best to keep your on-campus nonsense quiet, or else move it downtown.

When it comes to general downtown rowdiness, most of the local police expect it and won’t harass each and every drunken college student—they’d never get any sleep if they did. However, if you’re caught being especially rowdy and too inebriated for your own good, you will be taken in. Being cited for underage drinking or providing to minors means a hefty fine and a required class about the dangers of alcohol. Although Penn State is a party school, this doesn’t mean the students have free license to do whatever they want; the town does take public disturbances and lawbreaking very seriously, and police are constantly on patrol during the weekends and holidays.

Punishments Are Mild

Penn State's police force can be tough but generally if you get caught underage drinking for the first time they'll usually let you go with a warning but have your name in the system. Then if you're caught again it gets more serious with possible loss of extracurricular activities, housing, and even expulsion.

If You're Not an Idiot, You'll Be Fine.

I went through four years of Penn State and did my fair share of partying and drinking, both on campus and off and I never got in trouble. I obviously know kids who have gotten in trouble and the punishments are not fun, but overall, if you're smart and are not an idiot when you're out drinking, you'll be fine. The only thing that really sucks is football weekends when state police walk around in street clothes trying to bust underagers at tailgates. You've been warned!

Punishments Are Reasonable

Policies are clearly outlined and explained by resident assistants and at orientation. They are further explained and outlined on things such as newsletters in the bathroom or in public areas. Everyone is warned of the severe consequences for prohibited actions such as candles in the residence halls. If someone is caught, they are swiftly called in to talk for disciplinary action. People are usually given a warning the first time and an actual punishment after the first offense.
