- Unknown may apply. Applicants must be in kindergarten to 12th grade and submit their artwork to their state or local department. Students must be U.S. citizens, resident aliens or nationals. The first place national winner has their art made into the next Federal Junior Duck Stamp, wins $5,000 and travels with a parent to the next First Day of Sale event for their stamp. The second place winner receives $3,000, and the third place winner receives $2,000. A $500 prize is also awarded to the best conservation message.

The competition categories are: painting, drawing, photography, sculpture, computer-generated art/graphic design/illustration, mixed media, instrumental performance, vocal performance and dance.
