I would put A for myself since I am born and raised in Fairbanks, and I love the weather, since it's what I know. But I put B because people coming from out of state probably won't enjoy it the way I do. Summers are perfect and amazing, hot, sunny 24 hrs a day, perfect. The winters, when most of the school year is performed, are very cold and very dry. Often times, we reach temperatures down in the -60s. School gets canceled not because of snow days, but because of ice days, either when it randomly warms up in the middle of the winter, and rains, then subsequently freezes, or when it's so cold, the water particles in the air freeze and create an ice fog which can be impossible to navigate in. But I love it!

The weather varies depending on the time of year. It snows a bit but it also is very cold (-30s or colder). Because of this walking to and from classes from the dorms tends to be an adventure. Despite the extreme colds and snow fall, classes are hardly ever cancelled. In the two years that I have been here I have not had a class cancelled due to the weather. But once it warms up, everyone is hanging out outside and it is a great place to be to meet new people.
