You're allowed to drink in the dorms. Both in your own room and in the floor lounges. They tend to be most strict when it comes to noise violations after quiet hours, which start at 9 pm on weekdays and 1 am on weekends. However they generally issue a warning before actually taking any sort of action. They don't actively search for drug use, but if you're obviously in possession you'll get in trouble. If you really want to smoke up just do it outside of residence, or in the Amsterdam Cafe downtown. The RCMP branch on campus is largely concerned with protection and won't really hassle you unless you're belligerently drunk and walking around with open liquor. Officially, you're not allowed to have someone stay over in your dorm more than five nights a month, but there is no actual policy for checking in on this. Anyone you let into the building is considered your guest and you are responsible for their actions, so if they break a window or something it's on you. Overall, if you're not bothering anyone, you won't get bothered and the RAs are generally very helpful and friendly.

The campus security and police are extremely lenient, they will not bother you if you respect them. The only thing they care about is the noise levels.

UBC can be strict about noise levels, but only to a reasonable degree. Other than that, they are fairly open about activities on campus.

There are actually bars on campus and other designated areas for drinking, and you can also drink at home. Nobody gets terribly messed up drinking as far as I can tell, and I never seen binge drinking here. Drug use seems to be very small: if it's there, it's kept low-key. Campus police have a discreet presence.

Chill, Especially Compared to the US – Just about anything goes on campus. The drinking age is 19, so even freshmen can drink quite easily. Dorm parties with more than 7 people are technically against rules on-campus, but most RAs don't enforce that. Lounge parties are pretty common too. Smoking is everywhere (outside) and weed is barely concealed. You might get written up if you are really loud or violent, but other than that you can get away with a lot.
