I heard it is close to impossible for an out of state student to get accepted compared to an instate student. Is this true?

They have to accept a greater number of instate students before considering out of state students. You still have a chance. It is not impossible.

It is much more difficult for an out of state student to be accepted compared to an in state student but there are still many, many out of state students accepted.
