I am a junior in high school, when should I start applying for UT?
In your senior year, preferably in the fall. Applying earlier is also recommended, to show the university that you are definitely interested in attending the school. Good luck.

Fall of senior year is the best. The application opens up Aug. 1, so you can apply before school even starts. That way, all you need to do is send in your transcripts/letter(s) of recommendation once school starts.
The deadline is Dec. 1, but DON'T wait until Nov. 31 because the bulk of students will send their's in then (also, several honors programs such as Business or Natural Science Honors have priority deadlines on Oct. 15). Earlier the better. Good luck!
As soon as you get into school your Senior year, ask your past teachers if they can write you a recommendation letter. Work on you essay topics, don't leave them to the end.
