They do, but you really won't need one unless you're living pretty far. Even then, people normally take the bus. Also, parking is a huge pain in the ass and you'll get a ticket every other day.

Transportation is one of the things that Austin and the UT campus do pretty well. Students can ride the UT shuttle buses as well as Capital Metro routes free with their student IDs. There are several cab companies in Austin, and they are easy to reach by phone. They are generally very fast when you call them except for peak times—Thursday, Friday and Saturday nights when everyone wants to go downtown. At those times, there is a longer wait, and there are many people fighting over the same cabs downtown trying to leave bars at 2 a.m. When you are trying to get downtown or leave downtown, call a cab early to minimize your waiting time.
The E-Bus is also a great option if the cabs are taking too long, and it is free. However, it only runs from 6th Street to West Campus and to Riverside. The downside to the UT shuttle buses is that you can sometimes wait for a long time for a bus, and if you don’t leave in enough time for your class, you could be late. This is particularly true with the West Campus bus—if you don’t time it just right, it could have been faster just to walk to class.
