Easy-Going
Penn isn't strict at all. They have their own private police force for campus, who don't seem in the least concerned with underage drinking. If you live off-campus, things are even more lenient. Also, their are policies in place so that if you go to the hospital for alcohol-related issues, you will not be persecuted.

It Is a City
Honestly, you do not need a car (I don't know anyone who has one on campus). The campus is in West Philadelphia, which means you have great access to SEPTA (buses, regional rail, subways, etc) at any hour of the day. If you hate public transportation, there are always taxis. In addition, there are Penn Transit options and walking escorts, etc.

I Love It!
I love Penn. It really is great all around, and is what you make of it. There is definitely something for everyone- athletics, greek life, academics, etc.

On-Campus Sucks, So Go Off-Campus!
The dining halls on campus are truly terrible. Luckily, there are great restaurants in University City and downtown.
