Scholarships for Out of State?

I visited Charleston last summer and fell absolutely in love with the city; when I found out they had a college, it immediately became one of my top choices. Except I'm from Georgia, which means out-of-state tuition. I know they have scholarships for out-of-state, but how hard are they to get? I made an 1890 on my first SAT without studying, and I'm expecting at least a 100 point increase on each section (when I study, I study!) the next time I take it. I also have a 4.0 GPA, have leadership positions in both band and drama, won 4th place in the state for essay writing in literary, and have gotten numerous academic awards. Of course I'm looking at more prestigious colleges as well (Emory is another college I'm seriously considering, as long as I can find a way to pay for it), but I find CofC's approach to the liberal arts attractive- and of course I love the city. Do you think applying here is worth it for me, though, since I'm out-of-state?
