Yes, you can choose which dining hall to eat at. However, there's a limited variety of food you can eat at the only dining hall thats open late. It gets old after a while.

Yes, you get to choose the dorm hall you get to eat in if you have your meal plan. You can also choose to each at the union cafe with flex dollars if you so choose. There are very few constraints on where you can eat on campus with a meal plan.

I wish I could always eat at Victory since they're food is so much better than the other dining halls. However it is too far away for me to walk
