Plenty of great restaurants, clubs, and bars, especially for such a mid-sized city the quality of food in the area is great.

More About Safety Than Punishment
The school is genuinely more concerned with students' health than punishing them for under-aged drinking. However, if you are sent to the hospital for alcohol poisoning and not just the clinic there will definitely be a meeting with the dean and a call to your parents. Nothing to strict or harsh.
