Political Capitol by Day, Party Capitol by Night
Washington DC is neither your wild city like NY, or quaint college town. There are many good bar options for those 21+ (or at least with an ID that claims they are..but the bars do crack down sometimes!) and some 18+ clubs as well. Other than bars/clubs, two of the dorms (Thurston and Ivory) made it onto the Huffington Post Top Party dorms..so between that, frats, and off campus housing, you're bound to find a good party!

Comfortable Living
You can't really go wrong with housing on GW campus (well, relative to most colleges). With the exception of Thurston, most of the living situations are very comfortable. Thurston has its own charm, however, with its nonstop party/social atmosphere. Some of the buildings are rather old (Madison, JBKO, Crawford) but still offer good living space. The upperclassmen options are amazing (after your freshman year, each room has a kitchen), especially South Hall, Ivory Tower, Amsterdam (New Hall), and even the newly renovated Lafayette Hall for freshman is spic and span! Oh...and above all else: NO COMMUNAL BATHROOMS!

It's There If You Want It
Drinking on the weekends is pretty visible, but as for drugs...you'll find them if you want to, but probably won't ever see them if you don't.
