Very Safe.

You would think there would be a larger amount of sketchy situations on such a large campus, but I have never felt unsafe. There are police phones located at several locations, lots of street lights to keep even the darker sections well-lit at night, and the SafeWalk and SafeRide services offered ensure that you don't ever have to be alone at night or put yourself into a compromising position.

Not Necessarily Dry.

OU is technically classified as a "Dry Campus." However, it is no secret that 99.99% of parties involve rather copious amounts of alcohol. In knowledge of this, all freshmen are required to complete an alcohol education course before their first semester ends. At the meeting, they give you a card with the numbers for all sorts of campus safety services, including a number to call for a ride if you or a friend is intoxicated, which can be used consequence-free.
