Should I apply EOP if I meet the income requirement, but have a 3.9-4.0 GPA, but a 24 on my ACT and a 1640 on my SAT? Do I over qualify? I don't want to delay my acceptance if I over qualify.

There is never any hurt in applying to the program, even if you think you are over qualified

You should apply, EOP has lots of benefits (such as tutors, extracurricular events, and more financial aid)
