Relatively Lax

People sometimes complain about how the police force has been cracking down more recently. They still however, hold to the code that if you are in possession of or are consuming alcohol behind closed doors (e.g. in your room), they won't bother you. Even if you're drinking on campus publicly they won't care unless you're being belligerent. Common sense will keep you out of trouble with no problem.

With Enough Time, You Can Get Anywhere

It depends where you want to go. Directly around the campus, there is the Rice Shuttle System which will take you around campus and into the village on Friday and Saturday nights. The free access to the metrorail will take you into the museum district/downtown, and the free access to the bus system will take you just about everywhere else so long as you don't mind waiting a little while.
