I honestly have never heard of kiteboarding. It gets pretty windy around Spring. The water is always cold in Washington. Wear a body suit.
Yes, there is a kite boarding club at WWU. The weather is usually pretty cold (40's) until the end of Spring/Summer. It is the windiest in the Spring
Yes, the kite club here is fairly new but with a lot of passion behind it. As for kiting here, Bellingham is one of the best spots to train and/or enjoy the ride.
